Frustratingly, Bluefields has nothing that even remotely resembles a tourist information office. If you need information about boat departures, there's an office on the south side of the pier that can help. Look for a glass window past a metal gate. This is also where pangas to local destinations, such as Laguna de Perlas, depart.
There's an excellent internet cafe across the street from the catholic church, immediately east of Parque Reyes.
