Just outside of the airport, you will likely be approached by one of the red-clad airport taxi drivers. These men typically charge at least $10 to take you to a city location, but usually ask for much more. You might agree to a price and then spend a few minutes waiting for your assigned driver to make a circuit around the airport before driving up. The official taxi drivers have also been known take passengers right back to the airport if they don't like the destination or the price that's been agreed upon by their managers.
On the highway just outside the airport, taxi prices drop dramatically (and, like everything, can be negotiated). If you feel uncomfortable picking a driver, have one of the airport guards suggest a reliable cab. Taxis are also shared (think of small buses) so, if you want to ride alone, ask the driver beforehand.
