Generally speaking, Leon is quite safe for such a large city. The downtown area is heavily policed during the daytime. At night it's generally safe to walk, though women might not want to do this alone. It gets a bit sketchier once you leave centro. Barrio Subtiava is secure during the day, but definitely not so at night, so if you're exploring the area make sure to head home well before sunset. The area around the bus station can also get dodgy in the evening.
