Casco Viejo is the city's historic center, and so has plenty of upscale dining establishments, though surprisingly few offer a lookout over the ocean. The area is also on the edge of some of Panama City's dodgier neighborhoods, and so there are no shortage of cheap, worker-themed restaurants as well. Despite it being a tourist area, food is not particularly overpriced. Expect to get what you pay for.
