Locals boast that Tandil is a very safe city, and it definitely is high in “safety ratings.” Neverthless, take common sense precautions. While Plaza Independencia is safe for after dark wandering, stay away from Calvario or Parque Independencia, unless with a buddy. And keep water handy when exploring during the day; there is a shortage of shade in the town and attractions are spaced out. You’re likely to do a lot of walking.
