Buses (collectivos) run all over Rosario but generally leave from Plaza Sarmiento between Corrientes and Entre Rios. However, most of the neighborhoods and sights are accessible on foot. Getting to the bus station and to Playa Florida where you can find the beaches and clubs are the two main exceptions. For the Playa Florida area, take bus number 153 from Corrientes and expect a half hour ride to the fun. Longer local bus rides cost 1.50 pesos or about 50 cents. Horde your coins because they are always useful and exact change is necessary for the buses. Taxis are everywhere but make sure that they turn on the meter.
