On a quiet street in Sopacachi, El Repulgue serves up freshly baked empanadas for $0.50. You’ll find more than the standard cheese variety. There are nine different kinds, including tuna, chorizo and jalapeno, meat with lemon and spices, and choclo (corn), spinach and ricotta for those looking for a non-meat option. There’s a bright little space with a few tables if you want to eat-in.

Hey they cost 3.50 bolivianos

So what would you expect?  They're tasty, cheap and fresh.  Two are all you need, and you've got them in about two minutes.  And that's dinner for one dollar.
