V!VA User‘s Description Sucre lies in the south-central part of the country, 2,800 meters (9,200 feet) high in the the Andes. The city is the constitutional capital of Bolivia and was founded in 1559 by Spanish King Philip II.
The city is known as "the white city" for its plentiful whitewashed colonial buildings, which attract thousands of tourists each year to this UNESCO World Heritage site.
