It sounds like a budget traveler’s dream, until you enter. A musty smell wafts to your nose as you walk toward the reception. Soon the reality sinks in: $20 with private bath for one or two people, double bed. Upstairs rooms are mere particle-board partitions that have missing window panes covered with thin boards. The staircase carpeting is threadbare. Better bargains can be found in Arica.
