Cali, as with any large city of similar ilk, is beset with problems. Colombia’s problems lead many displaced people to the city in search of security and access to money. Downtown you will be bothered by people asking for money. In the fancy areas of Granada and El Peñon you are unlikely to be bothered too much. Just pay attention to your belongings and heed local advice. Interestingly, the beggars in Cali have little persistence or will, they’ll ask once and then move away leaving you alone.
