Buses departing Latacunga headed for Chugchilán clockwise around the loop pass through Quilotoa between 2-2:30 pm ($2, 2 hrs to Chuggchilán). Moving counter-clockwise, buses coming from Chugchilán on the way to Latacunga pass through Quilotoa around 6am on Monday-Friday, an hour earlier on Saturday, and with more frequency on Sunday. As schedules change often, ask around- there may be additional buses passing through during busier times of year.
