Pico y Placa

Quito's "Pico y Placa" system was created in order to reduce traffic during peak travel hours and to generally encourage public transport over use of private vehicles within the city. It works according to the last number of the vehicle's license plate and only applies during the week in the mornings from 8-9:30 a.m. and in the evenings from 4-7:30 p.m. On Mondays, plates ending in 1 and 2 cannot be on the road; on Tuesdays, those ending in 3 and 4; on Wednesdays, those ending in 5 and 6; on Thursdays, those ending in 7 and 8; and on Fridays, those ending in 9 and 0. The government claims that there has been a 3.5% reduction in total cars on the road in Quito during peak hours since the application of Pico y Placa.

Vehicles who do not follow the Pico y Placa rules are subject to fines that increase after each offense. First-time offenders pay $97.33 and have their vehicle detained for one day; second-time offenders pay $146 and have their vehicle detained for two days; third-time offenders pay $292 and have their vehicle detained for three days.
