Bar Tranquilo is anything but quiet. In fact, the music was playing so loud one time that the speaker came loose from the wall, hitting my friend in the head and knocking a beer straight into my lap. That didn't stop us from coming here time and again to immerse ourselves in the rowdy atmosphere and drink until we were sore. Up until midnight Italian-style fare, chivitos and milanesas are served up by an ex-pat Spaniard from Galicia, whose stories, saucy attitude and raspy voice keep Bar Tranquilo's patrons coming back for more. This neighborhood bar, with tables flowing out onto 21 de Septiembre, is the exact opposite of a place to hide: Here people-watching is a sport. For the business lunch crowd: The bar now also offers wireless internet. Meals start at $40. Monday - Sunday, 9 a.m.-close.
